Mark Scimemi
Founder & Managing Director
Mark practiced law in Louisiana before joining Arthur Andersen in Houston 25 years ago. He later held leadership roles with Big 4 firms, serving clients in every industry in every area of state and local tax (income, franchise, sales and use, property, and unclaimed property). And he has served as an incentives subject matter expert for projects in every industry on the Gulf Coast including LNG, hospitals, clean-room manufacturing, pipelines, petrochemicals, refining, cosmetics, and professional service firms.
Mark brings a strategic, hands-on approach to every engagement. He helps clients craft and execute incentive strategies that align with their business goals, build support with state and local stakeholders, and navigate the nuances of public-sector collaboration. From shaping compelling narratives that resonate with decision-makers to negotiating incentive agreements and overseeing program implementation, Mark is a trusted advisor throughout the entire process. His deep relationships across government agencies and economic development organizations, combined with a clear understanding of what drives approval, make him a highly effective partner for clients pursuing complex, high-value incentives.
Lauren Fell
Director
Lauren is a CPA with over a decade of experience in public accounting and industry, with a focus on both income and property taxation. She began her career in state and local tax at PwC before moving into an in-house role, where she managed the direct tax function for a global energy company. Over the years, she has developed deep technical expertise in federal, state, and local tax, with a particular emphasis on modeling, analysis, and tax strategy.
Lauren brings a practical, detail-oriented approach to every project, working closely with clients to streamline the incentive process from start to finish. She manages the execution of all client deliverables — from custom financial models and dashboards to technical memoranda, application preparation, and refund filings. Her models and dashboards help evaluate potential scenarios, estimate benefits, and guide investment decisions. With an emphasis on accuracy and efficiency, Lauren ensures every project stays on track, reflects client priorities, and progresses smoothly from start to finish.
