Although the project qualified under the Texas Enterprise Zone Program, its initial application was not highly competitive due to the hospital’s location outside an economically disadvantaged area—a factor that typically contributes significantly to an applicant’s score. Scimemi LLC developed a strategy to strengthen the application by identifying new opportunities for the hospital to earn points in the Private Effort section.

Additionally, we prepared and submitted the complete Enterprise Project application, coordinating with city officials and the Governor’s Office to ensure timely approval. By tailoring the approach to the client’s specific circumstances, we helped secure a successful designation despite challenging scoring conditions.
